He attended the public schools and was graduated from the Spencerian Business College at Milwaukee in 1857.
He moved to Mayville in 1865 and engaged in the wholesale liquor business.
He served as mayor of Mayville 1886-1888.
Barwig was elected as a Democrat
to the Fifty-first, Fifty-second, and Fifty-third Congresses (March 4, 1889-March 3, 1895).
He served as chairman of the Committee on Expenditures in the Department of the Treasury (Fifty-third Congress).
He was an unsuccessful candidate for reelection in 1894 to the Fifty-fourth Congress.
He engaged in the real estate business.
He died in Mayville, Wisconsin
, on February 15, 1912.
He was interred in Graceland Cemetery.
