Initially only available to governments, it was later made accessible to private companies. Submarine cables were a point of conflict between nations between 1850 and 1939, and have been addressed by several diplomatic conventions. At the beginning of 20th century, the development of radio transmission technologies, brought to the replacement of cablegrams with radiograms.
