Declaration on renewal of the Washington Agreement, joint defence against Serbian aggression and realization of a political solution with the aid of the international community.

Affirming a strong commitment and political will to strengthen the cooperation and alliance between the Croatian and Bosnian nations in these fateful moments for the survival of both nations, faced with the increasing violence in the occupied territories of Bosnia-Herzegovina and Croatia, with the uncertainty of the peace process and with the ineffectiveness of the international community.

Establishing that the occupation of - and attacks on - UN 'safe areas' in Bosnia-Herzegovina, the joint operations by Bosnian and Croatian Serbs against the UN 'safe area' of Bihac, the armed provocations in other areas of Bosnia-Herzegovina and Croatia, and the rejection by the Bosnian and Croatian Serbs of all peace plans, are part of a single and unified strategy for continuation of the aggression and for retention of the occupied areas of Bosnia-Herzegovina and Croatia, with the aim of creating a Grater Serbia, carried out under the leadership and with the full responsibility of the political an military leadership of 'FRY' (Serbia and Montenegro).

Establishing that the continuation of the aggression, the violated attempts to retain the occupied areas in Bosnia-Herzegovina and Croatia, and the inadequate results of the peace process, oblige the leaderships of Bosnia-Herzegovina and Croatia to consider thoroughly and fully the situation in the region, from the standpoint of ensuring the survival of the Bosnian and Croatian nations and the territorial integrity of the Republic of Bosnia-Herzegovina and the Republic of Croatia;

Expressing an irrevocable support for implementation of the Washington Agreement on the establishment of the Federation of Bosnia-Herzegovina and its confederal link with the Republic of Croatia;

Convinced that such a strong, internationally affirmed, territorially viable, economically developed and democratically organised Federation is irreplaceable as the most secure state-political framework for the protection and realization, on the basis of equality, of the national, political and other interests of the peoples of Bosnia-Herzegovina and Croatia;

Convinced also that the establishment of the Federation, backed by the international community, aids the resolution of the crisis and lays the foundation for a new and balanced regional order as the guarantee of peace, stability, security and development;

Calling upon the Croatian Serbs to accept the idea of a peaceful reintegration into the constitutional order of the Republic of Croatia and the Bosnian Serbs to accept the Contact Group plan;

Calling upon the FRY (Serbia and Montenegro)' to give up its aggression aimed at the creation of a Greater Serbia, to stop aiding militarily the extremists in Knin and Pale and to agree to rcognizing the Republic of Bosnia-Herzegovina and the Republic of Croatia in their internationally recognised borders;

Affirming readiness to continue with efforts for a speedy renewal of the peace process on the basis of the Contact Group plan, and for a peaceful integration of the occupied areas of Croatia.

Emphasising in particular that the continued ineffectiveness of UNPROFOR in Bosnia-Herzegovina, and the non-implementation of the UNCRO mandate in Croatia, lead to a decision not to renew their mandates in Bosnia-Herzegovina and Croatia;

Supporting the decision to send the Rapid Deployment Force, and affirming that all questions regarding its arrival, mandate and employment must be regulated by separate agreement, in accordance with the sovereignty and territorial integrity of the ?Republic of Bosnia-Herzegovina and the Republic of Croatia;

Emphasising the joint stand that the decision to lift the arms embargo must apply simultaneously to Bosnia-Herzegovina and Croatia;

Convinced that 'FRY (Serbia and Montenegro)' bears particular responsibility for the continuation of the crisis and persuaded that the existing UN Security Council embargo against it must be maintained and strengthened;

Refusing all ideas leading to the renewal or establishment of any kind of new 'Yugoslav' state entity, on the grounds that this would only be another form for Greater Serbian hegemony, and supporting instead normalization in the region on the basis of sovereignty, independence and territorial integrity;

Affirming interest in a speedy implementation of the above principles of the Declaration, it was agreed to :

Widen and strengthen defence cooperation, on the basis of the Agreement Concerning Friendship and Cooperation between he Republic of Bosnia-Herzegovina and the Republic of Croatia on 21 July 1992.
In this respect, the Republic and Federation of Bosnia-Herzegovina called upon the Republic of Croatia to extend military and other assistance to their defence against aggression, especially in the Bihac area, which the Republic of Croatia has accepted.
Agreement has been reached also in regard to continued cooperation and constant coordination in defence activities between Bosnia-Herzegovina and Croatia.
Agreement has also been reached regarding cooperation between the General Staff of the Croatian Army and the Joint General Staff of the Army of Bosnia-Herzegovina and the Croatian Defence Council, with respect to the coordination of defence activities in the areas of command, logistics military industry, communication systems, information and analysis, as well as in other areas.

Create political-legal expert groups, with the task of urgently analysing and submitting solutions for the integration of governmental forms of the Republic and Federation of Bosnia-Herzegovina.

Invite the twenty-two member states of the 'Friends of the Federation' to a meeting at the highest level, with a view of urgent donations and assistance in response to the humanitarian and refugee catastrophe, as well as to a long-term joint strategy of reconstruction and development.

Maintain regular and constant political consultation, aimed at the realisation of the principles and agreements of this Declaration, as well as at the preparation of legal, political and other bases for the establishment of confederal ties with the Republic of Croatia.
