Haley graduated with a BA from George Washington University and in 1928 earned his LLB from Georgetown University Law School.

In addition to being a lawyer, Haley became an expert in rocket propulsion and was an early rocket propulsion entrepreneur and founder of Aerojet Engineering Corporation (later Aerojet

Haley, along with his friend and colleague Ernst Fasan

, was instrumental in founding both the International Academy of Astronautics
