He was born near Batavia, Genesee County, New York, on November 8, 1829, but moved with his mother to Illinois in 1830. Prior to his election to the U.S. House, Burr practiced law in Winchester, Illinois

Burr did not run for re-election in 1870 and resumed the practice of law in Carrollton, Illinois
