Hopkins was elected as a Republican to the Fifty-second
and Fifty-third
Congresses. He was not a candidate for renomination in 1894. He resumed his lumber manufacturing pursuits, and served as State forestry commissioner from 1899 to 1904. He was a delegate to the 1900
and 1904
Republican National Conventions. He died in Lock Haven, Pennsylvania, in 1911. Interment in Highland Cemetery.
