Why is it that the BCAPL is unable to obey its own rules pertaining to the playing of 9-ball. They created a new rule book Oct 1, 2007 and continue to publish a new one additionally every year and the head referee in writting states that ALL BCA PLAY WILL BE GOVERNED BY THE BCAPL RULES, on their own website. Then some league operator attempts to change one rule and the BCAPL allows it changing the game considerable and removing the other persons right to play the game that they signed up to play?
What's with that?
