He wanted to express his frustration with the racist society in which he found himself.

I think the motive behind writing "Telephone conversation" is to correct the misconceptions about the issues of descrimination,racism and colour prejudice which were prevailing in Western culture. As to the form, the poet skilfully makes use of sarcasm in a prose-like poem.
