Who owns TV Station Channel 24 that airs through the Time Warner's cable system Roadrunner? I only see advertisements and pictures 24/7, and never no real programming or tv shows.

I watched Channel 24 that was being aired in Ashland, Ky and it had ads for the Paramount Art Center, River Cities, etc.
