It was prime minister Pierre Elliott Trudeau who came up with this act in 1969.He was the master mind behind this act. He was the secretary of the PM when this issue broke out and then he started going deep in to this problem and by that he was able to make his own position in federal government and became a PM in the 1969. This mission was a major work done by Trudeau, upon this act he was awarded as the greatest Canadian of the time.
