California State Route 99

Where are the parks that are suitable for a short stay (picnic lunch, rest stop, etc.) along route 99? Now that all the rest stops are closed except Chester we want to find something, in Tulare County or North Kern County that is close to 99, clean, safe, and so forth. The only alternatives we have found so far are truck stops with Subway restaurants- we would much rather go to a close by county or city park, or even a State park (if any are open) some where close to mid-way between the Oakurst area and Los Angeles.
