It is clear that she counted on and planned for the Consul's betrayal of the Hegemony, but at that time she didn't know what the Shrike was, or that the TechnoCore was planning the extermination of humanity.
When the large scale "Ouster" invasion was detected, she seemed more surprised about the scope of the attack, but not so much the basic fact of it.
I have not yet read the final 2 books, so no answers containing spoilers please. If on the other hand the answer to my question is in either of those books, a simple "wait and find out" would be great.
I'm just having trouble understanding Meina's motivations when it's not entirely clear what she was trying to do to begin with.
