I am not an expert on Ohms law or anything but I believe that voltage that has leakage current will drop static voltage. /so in my terms LOL where voltage has a current drain or leak therefore not only source voltage but entire voltage in a system will diminish. This may not be entirely true in a capacitive system because you will have capacitive discharge that may remain at source voltage until entirely discharged. If you have a battery that will only accept a surface charge you will find out you will have full voltage with no amperage.

Unless you mean a transistor MOSFET and in that case you are talking about the boundry layer in the oxides. Which I studied when I was 9 years old and I don't remember half of what I was doing that far back. LOL
