What is the managerial approach on public administration?

Acoording to the managerial approach, decision making and implementation of all policies, planning, organizing and evaluation can only be done by the top management hence excluding the efforts put in by the low-level workers of the organization. All decisions made and all the outcome of the organizational activities come from only the top management.
