What is reason for the rule of a pole qualifier who crashes in practice starting a the rear of the pack ?

I believe it is NASCAR's way of reducing cheating. It is just like saying okay I crashed I destroyed my car (evidence) and I have use my back-up car. NASCAR says no problem. You will start at the back of the pack.
