What impact does the social security act have on provision of hospital services?

Im probably doing this wrong. But my husband who is a Vietnam Vet was admitted to the VA Hospital in OKC. He was so desperate to get into the VA. he attemted to off himself. They are helping him with depression which is great. But his main problem is pain. Why would a patient in a hospital not be assigned a Dr. who could talk and help with pain.
