We've discovered hundreds of flat black-and-white insects on all three of our Pieris shrubs. These shrubs are well-established and I've never seen these bugs before. Are they harmful to the plant?

If they are harmful to the plant you will be able to see some damage. Does your plant look healthy?

The leaves don't seem to have holes or bites out of them although they appear to be mottled looking, rather than the green we were used to.
