This Act allowed my mother and aunt from New Zealand to come to America to join their servicemen husbands.

As I understand it, the Act allowed legal entry into the US.

In helping my aunt, the Dept. of Homeland Defense has refused to acknowledge her as a citizen because she cannot evidence her naturalization papers and neither can the Dept.

Was it a requirement under the act to obtain citizenship or was it granted within the Act?
