There is a process of issuing certificate for claiming refund of fare on account of travelling in lower class. for e-ticket passengers the refund cost increases in the form of sending the certificate thro' currier & wait time for refund. Why this disprity? why the IRCTC charges be waived off totally for the failure of intended services?
