Since GPR uses microwaves wouldn't it be posiable to use the wave generator in a microwave oven to generate those waves? I'm thinking low cost here.

No, it wouldn't. GPR uses short EM impulses extending from the VHF, UHF bands and microwaves. It needs a broad range of frequencies, microwave ovens operate on single frequency, usually 2.45GHz. It would be useless.
