Runner on first. Pitcher throws to first. Runner dives back to base but is obstructed by the first baseman and can not get to the base. Does the runner get first base (called safe because of the obstruction ) and second base?

This is type a obstruction in Pro ball. The ball is immediately dead and the runner is award at least one base. All obstruction in NFHS (high School) is a delayed dead ball and the runner is always awarded at least one base.

In your question, Time is immediately called and the runner is awarded second base.
