Rather than being a tit for tat code of law which meted out a pretty severe punishment for many offences, was this actually an attempt by Hamurabi to reign in the excessive responses to crimes(ie murdering a perpetrator's an entire family)that was common practice in ancient times?

No, it was not. Hammurabi made these rules to unify Mesopotamia so he could work on becoming more godly. I know. I have read the code of Hammurabi.
