Congreve rocket

I recently acquired an all brass inclinometer engraved with the words "Congreve Rocket Manufactory West Ham Essex ". As the Congreve Rocket Works was located in West Ham, England, there seems little doubt this inclinometer was used for the purpose of determining the angle of launch. I have not yet purchased or read any of Wm. Congreve's publications regarding his rocket designs, and wonder if anyone out there has ever heard mention of such an inclinometer being used with Congreve rocket launching, and if so where. It is an extremely well made instrument, and it seems there must be other examples out there. Any help would be greatly appreciated. Barry
