APA style

Please, can someone help me? I'm trying to find out how to cite city resolutions and measures (e.g., Resolution 705 and Measure I) in APA style. I've talked to several librarians and they were unsuccessful in their search. I am desperate because I have a paper that's due on Friday. I've always been able to find information on APA style when in doubt about citing, but this one has me stumped. PLEASE HELP!!
