Recovery boiler

On a B&W boiler with a single drum and 3 levels of air, it was built in 1993. It has been modified with more soot blowers and the secondary air has been changed. The secondary air on the front wall (south) and the back wall (north) have been sealed with refractory. The east and west walls are in an interlaced pattern. The problem we have is we cannot get enough air. What would happen if we put inserts in on the south and north walls bring the secondary air level up 3 or 4 feet in an interlace pattern above and opposite to the east and west wall pattern? Would we get more air and better bed control and less boiler plugging? One other problem we have is boiler pluggage. We believe the way the secondary air is now and running high air pressure on the secondary air that the air is flowing across the boiler and going up the opposite wall causing pluggage. Awaiting your comments on this issue.

Thanks
George
