On Sept 1, the Finance Ministry issued a new circular asking the Public Works Department and other agencies to classify any project whose completion had been delayed by more than 20 per cent or two months as a ‘sick’ project.

1. What method does the PWD use or enforce on its contractors to determine a projects percent complete?
2. Where can I get a copy of the circular that details the classification for sick projects?
3.What penalties or actions are imposed on a project after assessing it is delayedby 20%?
