With all the unfortunate police-related shooting, I believe there has to be a better non-lethal method of immobilizing a violent offender.

I've always thought the NYPD could experiment with a chemical tranquillizer gun that could have different darts to determine the size of the offender. Better to have several darts fired than several rounds from Glock 17.

They can be carried in rmp cars and esu, and stop most violent edp with little or no harm.
