Three degrees of comparison

Most references I've come across with point out that the sentences below are both in the positive degree of comparison. However, I feel that only the second one is in the positive degree of comparison because the first one does not make any comparison at all.

1. John is tall.
2. John is as tall as Paul.

In the positive degree of comparison, aren't there supposed to be two items of the same quality to be compared?
