Whip-poor-will

It is said that a whip-poor-will repeats its call as many as 400 times. What is the purpose of the call? The call certainly doesn't attract insects and it must attract preditors to its nest on the ground, so why does it keep repeating itself over and over? Is it calling out to a mate? Thanks.
