Any single mans effort or any number of individuals will not be able to help as much as world bodies and governments can. Any individual or groups contribution will only be a drop in the ocean.
A fine example of what a government can do is an example of what the Chinese Government has done. One of the rare cases where Communism has achieved achieved a decent amount of equality of resources among everything else
