Three-phase electric power

Is it possible to add a three phase main breaker panel
if the point of entry does not go fist through tansformer
I.E. service in distrabution center. I have a three phase
heater that has been removed from ceiling want to know if
I can add service panel to run smaller machines air pumps
lighting and various other 120 volt items
