189 countries have signed the Nuclear Nonproliferation Treaty.

Notable signatories include Pakistan and India.

India and Pakistan are notable because neither are signatories or at least weren't in 2008 amongst the 189. North Korea was a signnatory but withdrew in 2003.

Another notable exception is Israel.
