As far as my understanding goes this awastha is achieved in state of " no desire"- no more wants. on achieving this awstha desiring gud of all beings is nonetheless a desire. in this awastha of the kewalgyaan even the questions asked are answered by the gandhars who interpret the divya aum dwani because anwering the way a saint or beings would - will lead to formation of karma.
so in this awastha god does not want anything. questions directed to them in samvasharan are answered by gandhars who depict the answers from divya dhwani aum of god coming out of each and every pore.answers to the questions directed towards them are given showing all the beings the path thru which liberation can be achieved by beings who desire liberation. but in the process god never involves himself by wanting you or any being to do something because involving is involving no matter for the bad or the gud but it remains involving or wanting whether for oneself or the other self.
