The first aid went to Greece and Turkey in 1947. They received aid under the Truman Doctrine, as it was felt that they were on the forefront of the struggle against Communism due to their geographical location.

Many countries used the Plan money to import goods from abroad, particularly from the US. Initially countries imported food and fuel, only later using the money to import materials needed for reconstruction.
