Berkeley Pier

I'm writing a novel set in Berkeley,1967. At one point a character walks along the pier in late March. It's my understanding that the last few hundred yards or so of the pier were closed to the public at that time. If that's the case, what did that look like (was there a sign? Some sort of tape stretched between to posts?) I'd like to get this as right as possible and would welcome any advice that could help me accurately describe how it was. Given that one of the actors in my drama has to go beyond this and disappear over the edge of the pier, I think it would be useful to know what it would have looked like from the view facing the end of the pier as an observer. Many thanks for whatever recollections you might have as a frequent visitor to the pier at that time.
