Conditional discharge

Im want to get a class 3 felony in IL. expunged from my record. I dont know if I have a chance of this. I was charged in 1999 with:

I thought I was going to be charged with a misdemeanor once I complete the PSW, paid the fines and restitution. I have applied for a FOID card and was unable to get one due to a felony I didnt know I had. Do I have any luck?
