I'm a poli sci minor in school, and have no background in political law at all. I'm really just trying to finish up and am working on a paper I need a little help starting. I'm supposed to identify a controversy in charter interpretation and use a number of cases to demonstrate government power under the interpretation. Any ideas as a starting point? It would be greatly appreciated!

Can a government lagitimately experiment on its citizens without the public conscent and knowlegde through interprative legal president they can protect themselves from legal recource only if it is undetected while alive. Otherwise under the 1954 Geneva Convention they can be prosecuted and hung.
