Steroid hormone

I understand that the steroid hormones work intracellular and are transported via carrier proteins to target cells. My question is what make the carrier protein/steroid hormone complex stop at a specific cell where the hormone is diffused through the plasma membrane thus having an affect on intracellular reactions? Does the hormone freely diffuse through our bodies until it encounters a compatible receptor?
