Mourning Dove

I recently rescued a Mourning Dove that had some trauma to one wing. The wing is not broken, but several feathers were missing, and the wing itself would bleed frequently whenever she tried to fly. It has now been nearly 6 weeks since she was found...the feathers appear to be growing back. The long feathers, (flight feathers?) have not grown in, however. I don't know if the new growth I see is the early stage of those long feathers. I also do not know if her wing tissue was damaged in such a way that the feathers will not grow back.
When she was originally found, she could not even lift herself off the ground, and just flopped on the bottom of the parrot cage in which she is being kept. Now, whenever I change her food or water, she flies to the top of the cage in an attempt to get away from me. My question is, should I let her out of the cage now to see if she can fly, or should I wait to see if the long feathers grow back?
