Terrapene ornata

I need to find out why a Terrapene Ornata male would be forming an unusually long upper jaw. The turtle was given to me last night, it was found in an urban area, and by chance I ended up with it. The female ornate box I have has no issue with upper jaw like the male I acquired. It looks as if the male has never been able to wear down the new growth of the upper jaw and it has grown to nearly a 1/4 of an inch below jaw line. Will it come off by itself or do I need to have it removed? The turtle's jaw has one side that is open sort of so it can eat, but this is definately not right for a turtle to look like this. I would appreciate all information concerning this little guy.
