I hope to determine the exact place the congregation has in the budgeting process for the Presbyterian Church, USA. The Book of Order suggests the budget is completely within the control of the Session. Certain language in a recommendation to dismiss an Overture by the Presbytery of Des Moines seeking to change the book of order to make budgeting a church congregational responsibilty suggests the long held belief that the congregation is not involved in the budgeting process does not comport with G-70302 . . .
