I have a shieled shaped badge that is about 1"x1" that I have had for many years but so far, unable to identify what it means or was used for. It is made of Sterling and black cloisonne. Across the top it says "Sacramento" in a graceful curve. Below that is an eye with radiating beams coming from all degrees. Under that is the letters V.O.F with what appears to be links looping around and through each letter. Under that is 2 hands, shaking hands, and under that the number 1883. The badge is slightly convex. It is very interesting, and any history would be nost welcome!.
