I have a q-jet that i just rebuilt and the air idle screws have no effect on rpm's. I currently have both screws turned all the way in and the engine still runs. Just doesn't seem right to me??? am...

I have a q-jet that i just rebuilt and the air idle screws have no effect on rpm's. I currently have both screws turned all the way in and the engine still runs. Just doesn't seem right to me??? am I wrong?
