Wood pellets

I have a pellet mill --- a 22 hp flat die tappered roller mill-- In my first attempt to use the mill I was running white pine sawdust and a binder --- the mill produced very few pellets and then stopped --- it continued to run but the material inside the machine did not pass thru the die and turned to a dust-- almost like portland cement- I stopped the mill -- and the die was totally clogged with material-- I had to break down the mill and it took about 2 hours to clean the roller and the die-- the first time you run a flat die mill is there a special process or material that you should first use? any ideas on why the raw materials would turn to dust? the pine was air dried and should have been around 20% moisture content prior to chipping and running thru the hammer mill and pellet mill--
