I have a boy who cannot pass his tenderfoot Requirement because of two reasons. First he stutters and has problems remembering his scout oath and laws (learning disability). The chairman of the borad of review will not acknowledge the boys problem. I am a leader as well, I have talked to him, t no avail. Will someone help me?

If the boy has passed his Scout Master conference, then he has been "tested" for the requirements. Yes, he should know his oath, motto, law and slogan, but if the Chairman reads The Advancement Policies and Procedures [I forgot which pages] he/she will get a better idea of what is expected.

Perhaps saying it with the Scout can make him more comfortable [and after all, it is the BOR job to make sure the Scout is comfortable to talk to them] and Scouts usually say it in a group.

If the Scout was a 1st Class, Star or Life, then I would say he would have reached a point where he is comfortable with the BOR process and will not forget the words because of the process.

Additionally, there is an Advancement person for your council; talk to him/her.

BSA makes dispensation for Scouts who are disabled [like when they are going for Eagle]. If this Scout has been deemed as disabled by the School, then there is support for his memory issues and the BOR Chair needs to be aware of this.

If you refer to Scouting.org there are processes you can follow to get the concil to recognize the situation and there are alternate ways to advance at all ranks.
