I am curious about command and control in the 18th century Royal Navy. Let me explain: If an attack against the Spanish Main (Caribbean region for example) was the objective, who picked it? The king, the prime minister, the parliament or the navy board? Once the objective is selected or approved, which body politics did the approval? Once parliament or whomever approved this plan, who was in charge in the Royal Navy Board of planing battle tactics and logistics?
