I am a member of a police honor/color guard. We were doing a ceremony with another agency and when they posted the colors in a ceremony outdoors they had the american flag take a step backwards out of the color guard line do an about face and post the colors. We told them the american flag never marches backwards (retreating) Whats the rule?
