I adopted the son from Taiwan June19, 2010. He did not get his certificate of citizenship (it was lost in the mail reported for USCIS march 30th 2011). so he has not US passport.

we plan to international traval, his Taiwan passport has Immigrant Visa stamped on which issued June 11, 2010,
has small note *UPON ENDORSEMENT SERVES AS TEMPORARY I-551 EVIDENCING PERMANENT RESIDENCE FOR 1 YEAR.

SOME ONE CAN TELL ME , HE CAN COME BACK OR NOT?
