There are 2 adjustment screws on you caburator bowl.

Please do not take the following statements the wrong way.

Have you removed and cleaned air intake filter?
Have you check your settelment bulb for water and other debris? Cleaned and remove settlement?
Have you check your gas tank for water?
Have you installed an external RPM gauge on your tractor? Your tachometer maynot be reading right RPM and tractor may be idling at 500 RPM.
Also may want to check ignition coil, spark plugs, spark plug wires. Only 3 things that would cause engine to not idle at the designated idle speed.

1. Poor Fuel
2. Air Mixture
3. Electrical

Gasoline partially block at low flow or RPM, water in gasoline tank, water rust and other debris in settlement bulb, poor air intake, weak electrical spark or timing off.
