The assumption is the health care costs will decrease in the long run due to the efficiencies created by centralization. It may be wishful thinking, but some sort of drastic action is required to prevent a future default on the US government's ability to meet its obligations.

It sounds like you believe that a new government bureaucracy would be more efficient. Maybe there are civilizations outside our solar system that have governments that do things efficienty, but I have seen no evidence of that on the planet Earth.
